Document accessibility across the EU
The European Accessibility Act (EAA, Directive 2019/882) applies across the Union, but it is a directive — each member state transposed it into its own national law, with its own enforcement authority, deadlines, and penalties. Why the rules differ from one country to the next
The EAA set a common floor — from 28 June 2025, many products and services (including their documents) must meet accessibility requirements — but left the detail to each state. Germany transposed it as the Barrierefreiheitsstärkungsgesetz (BFSG); other members passed their own acts, named their own supervising bodies, and set their own fines. So the standard you are measured against is broadly shared, while who enforces it, by when, and at what cost is national. The country pages below give the transposition law, the authority, and what is specific to each.
What accessibility standard actually applies to a document?
Across the EU, document accessibility is anchored to EN 301 549 (which points to WCAG) and, for PDFs specifically, PDF/UA.
