Enforcement
Supervisors use administrative-law instruments from sector legislation together with the General Administrative Law Act (Awb): enforcement orders under penalty (last onder dwangsom), administrative fines, and recalls or sales bans. Maximum fines differ by authority — the ACM can impose up to €900,000 or a turnover-based percentage if higher, while other supervisors have lower caps.

What this means in practice
The defining feature of the Dutch approach is that enforcement is distributed across six sector supervisors rather than concentrated in one authority, so the regulator you answer to follows the product or service you provide: the ACM for e-commerce and communications, the AFM for financial services, the Commissariaat voor de Media for e-books, and so on. Practically, that means an operator with several in-scope offerings may face more than one supervisor, each with its own maximum fine — the ACM's cap is the highest at up to €900,000 or a turnover-based figure. The mandatory technical standard is EN 301 549 (WCAG 2.1 A and AA), promoted nationally under the DigiToegankelijk banner, so a single accessible-document standard serves every supervisor at once.
